If ties in the standings (particularly three-ways) cannot be broken based on head-to-head confrontations, how are they to be decided?

my guess is the better goal difference, and if that is even it's most goals scored.

etc if Germany and Czhech tie today, the czech will have the tiebreaker since they scored 1 more goal than germany.
