Well, it was Severino himself that said he thought he would be ready in a few weeks and is pissed at the Yankees for putting him on the 60-day IL, ha. But it is possible his comeback does not go as planned.There's your answer. Severino is probably in worse shape than everyone knows.

You're paying for the team control. 2+ years of control on a #2/#3 starter has value. And Berrios got a pretty good haul back at the time.I don't get what the fascination with Lopez is. He really hasn't been very good the past ~two months and his velocity is down this year.
