There wasn’t a cap in the NBA except for one year in the 40s. It was agreed to in ‘83 for implementation in ‘84-85. No matter what the number was, it would have meant blowing up the Celtics the following year because Bird was a free agent after ‘83. So the timeline isn’t perfect, but the league looked forward and saw what was coming soon.
