Does anyone know what this is about?

Also can you terminate people for performance or does it need to be a disciplinary action?

Is there any salary cap implications?

If I don't know why there's not more terminations
 

The Toronto Maple Leafs don't look like they need much right now. But that likely changes at some point during the season, C.J., and they have a little more roster flexibility now?

Chris Johnston: They do yes, on this day placing a defence prospect, Axel Rindell, on unconditional waivers to terminate his contract. And now some wondered when that move was announced – because the Leafs had been at the maximum 50 contracts – if it would be accompanied soon after by another one. And based on what I can tell, that isn't likely to be the case. The roster freeze is kicking in on next Monday. They're, [the Maple Leafs] obviously are on a good roll. And really, in this case, Rindell just felt that his opportunities were limited in the pipeline. The Leafs disagreed but didn't want to hold him back. And so they will terminate that player's deal, but does give them flexibility to come back in the new year because they do have a position to add now.
 
It was a bit of a strange ELC signing ... I wonder if Rindell wanted an early chance at NA hockey to see how he'd like it, but it hasn't seemed to work for him so he wants out.

Maybe this termination was already somewhat agreed on if Rindell didn't like his prospects here in NA.

Works out well for the Leafs since they gain a contract spot and a prospect that hasn't done much in the pro leagues in NA.
 
So if you mutually terminate there's basically no penalty? Interesting more teams don't use that for the contract spots in that case

The player has to agree to the termination, and loses all future salary, so I can see some reluctance on their part, and a team doesn't necessarily want to lose a possible asset for nothing.

The Islanders and Leo Komarov terminated the last year of his contract, mainly because both sides knew he would be getting minimal ice time at the NHL level. I believe they had ok'd his talking to KHL teams first, and he knew he had a job there.

Leafs can now put in a waiver claim on a daily basis if someone of interest lands on them.

If ever a Eeli Tolvanen type "name prospect" fallen out of favour or a good fit were to hit the waiver wires, at least there'd be a greater than 0% chance that Toronto could make a claim. That would be more impactful than a Rindell type project.
 
When guys are going thru the waiver wire one player at a time instead of multiple players per day, the decent players without baggage are unlikley to be left by the time the Leafs get the option to pick them. More likely Leafs use the spot in a trade or signing draft picks or free agents.
 
Just thinking of the Leafs depth chart on defence, very roughly:

Rielly
Brodie
(Muzzin)
Liljegren
Sandin
Giordano
Holl
Timmins
Benn
Mete
Hollowell
Dahlstrom
Kral
Niemela

That's quite a few players already under contract, all of whom were ahead of Rindell on the depth chart.

I think moving far enough up to have a reasonable shot at an NHL roster spot was too much for Rindell, and he likely has better options in Europe. It can't be much fun kicking around Toronto or St. John's for $80,000 per year so far away from home with no reasonable prospects of advancement for this 22 y.o. defenceman.

When the Leafs acquired Timmins he would have seen himself move one more spot down the line as well, which could have been a bit demoralizing too, despite so many injuries and apparent opportunities in the Leafs' blue line,.

It was just not happening for this player.

Not only that, but the internet fan board can't even spell his name right.

It was mutual. Rindell sucks and was sent down to the ECHL. He’ll go back to playing in Finland’s top league, which is a better opportunity in a better league.
