The call was completely correct, you are not allowed to play the puck before you have fully entered the ice. Seeing how the Canadian hadn't even put a single skate on the ice, it was as obvious of a penalty as it could have been. Now, whether the actual penalty listed is the correct one is another matter, but the announcer definately mentioned playing the puck rom the bench, so it can't have been all that wrong.
