I wouldn’t even give the Russian state the opportunity to save face with this half measure. A total ban was the only way to fairly punish the Russian state. The individual athletes are incidental to something bigger than themselves.

Some of the numbers are pretty crazy. Looking at the list of athletes/teams stripped of Olympic medals on wiki. In the 2008/12/16 Summer Olympics and 2014 Winter Olympics a total of 95 medals were stripped. Count by country:

They just stated in the conference that the Russian hockey and curling squads are allowed to compete as neutral teams.

So must likely the Russians can't wear their national jersey, otherwise it'll be business as usual for the hockey venue.

The problem is not doping, the problem is the russian flag.
But dont you think that if that report has 180 pages, there should be some official Russia statement towards this? Report specifically described that system. No one even from russian politics was so arogant to say to IOC that its just their imagination without any proves. Sorry but how can you just call it fake western investigation?
 
That's my issue with this; many athletes are being unfairly sandbagged by the IOC.

Why not mete out punishment on a per-case basis, as in how they've always done it? This pre-emptive strike is unfair and unbecoming of a governing body that prides itself on competition.

And yes I realize the many clean athletes can still compete, but.....not for the country in which they were raised? That's just dumb.

And how exactly would it be possible to ensure that the russian freaking government doesn't spend a fortune and a half to cheat again? This isn't some amateur pinning needles in their butts, this is government sponsored PED programs with a sprinkle of tampering on top. A few will be able to participate under neutral flag as they should be, but allowing the a country that actively sponsors and carries out systematic cheating to compete would be a gigantic punch in the face for the other countries participating.

Watch the documentary Icarus. I don't think you realize how deep this scandal runs. It had to be done to make a statement that they won't tolerate such actions.

And the world can unite in fair play. Russia has no one to blame but themselves. I’m actually more excited for Pyeongchang 2018 now than I was a day ago.

Russia/KHL will resignate from IIHF tomorrow, which again means that Russian team can not compete at olympics.

Exactly. This was state sponsored doping. Banning the state, but allowing individuals who can prove they weren't doping to participate is the correct action.

Many of the Russian athletes are just the victims. Therefore allowing the clean ones to participate is great.

That's why the Russian hockey team is still allowed to go.

yep, can't wait for the world cup, I'm a ski racer so I'll watch Alpine but the Olympics will be a huge bore, especially with the NHL not going. I don't need to tune in to see political hacks at the Olympics

Draconian measures are required if there shall ever be an end to doping in sports. This is the right decision and one that should teach them a lesson. I feel sorry for clean and innocent Russian athletes but when the government's behind it all it this had to be done. Russia ought to be stripped off the World Cup as well if FIFA had any balls
