So, I'm going to assume that there's some context missing with trades that haven't been announced otherwise the plan of "purposefully pick a really bad team and a bunch of useless players and asdsume you can leverage your cap space to build a really good team via trades with teams that need cap relief" seems like a risky strategy

If this is true, it horrendously stupid by the NHL.

One, you get much more excitement by announcing the trades at the draft like they did with Vegas.

Two, it’s absurdly stupid to introduce a player to the fans “he’s a big, tough kid with upside he’ll be a fan favorite!” Oh, we traded him. We knew we were trading him when we introduced him, but we waited til the trade freeze wore off to tell you that.
