Question on EIHC

Still learning about the game, got some questions for those who are knowledgeable.

1) How significant does IIHF play a role or is involved in the EURO Ice Hockey Challenge?

2) Is participation of EIHC mandatory once invited?

3) If so, what if a team withdraws itself from the tournament without any acceptable justification? Will IIHF punish the relevant member association?

I tried to google about these but haven't had much success.

1.It is not a IIHF event. The participatinc countries hockey orgs whatever they are called agree on everything and organize the tournament.

2.They obiously sign smething where they agree on terms incl. revenues, ad money TV rights and so on. So if you signed, you can't pull out without consequences.
