Based on your e-mail and link to the CBA, I'm inclined to say a team can pull their QO off the table. HOWEVER, that assumes the team did send an actual qualifying offer in the first place, specifically a one-year contract.
For those who only sent a multi-year contract as the QO, they are required to either re-submit an appropriate QO (which may or may not be accepted by the player), or the player becomes a UFA.
