I think it will be decided once the group stage is entirely over. At least normally it is. It always depends on were the host nation lands.

Our papers said at least the Winner of group gets to play where they have been playing this far (=no moving hassles on the day before the game), so A1-B4 is in Moscow and B1-A4 in St. Petersburg. A2, A3 may depend on which one Russia is -> Moscow. Picking an earlier game will give advantage in rest for the semis.

Usually host nation plays in the later quarterfinal, but in Russia it has been different and they go often to the earlier one. Most likely because it's a big country and they want the game to be in good time for most of the country.
