There are quite a few teams with young Russian prospects that would be impacted by this. At best, it looks like this will freeze any international movement until players have played 4-5 years in the KHL, but given international relations right now, it might not end there.
 
They need to formalize a fee structure to incentivize the Russian clubs to develop these talents for the NHL. Otherwise, there's no benefit to the Russian teams. I recommend people who are interested in this relationship to read up about the case of Evgeni Malkin. The Russians got hosed and lost one of the best prospects in hockey history and the relationship never recovered.

In the past, the IIHF tournaments + non-aggression pact between the NHL and KHL was sufficient. Now that the US has gotten the IIHF to unilaterally kicked Russia out of IIHF tournaments, I think it'll revert to money-talks rules: a simple fee structure to have Russians released before they fulfil their obligations.

Think of it as Restricted Free Agency, International Edition.
 
He's staying for his whole contract anyway right? Maybe I'm clueless on the matter but this seems more like not allowing players to opt out and come here which doesn't seem like it affects michkov anyway.

I doubt they would try to stop him once the contract is up.

I wanted Michkov....I am very impressed by Demidov....but as uncertainty increases, it becomes harder to pull that trigger. You are right in your statement though....there is just increased risk involved.
