Not necessarily. It depends how high they would be moving and how that given team would have their rankings. However it's very unlikely to happen, because:
The only teams who would add Dumoulin (who has 1 year left on his deal) are playoff/Cup contending teams, so that rules out most of the teams in the top 15-16 anyway. Everyone picking in the top 16 (except maybe NYI) is going to make a big playoff push next year and also have a glaring need for a LHD rental Dman.
So the list of teams ahead of Pittsburgh (#21) who would fancy themselves a playoff contender AND have both a need and desire for a top 4 LHD is very small. For example, the only teams in the top 16 who expect to be playoff teams next year and would have interest in adding Dumoulin are the Islanders (#13) and the Golden Knights (but they don't even have a pick). So really you're talking about 1 team in the top 13 would may have interest.
Then you go down to the teams who made the playoffs but are picking higher in the draft than Pittsburgh: Nashville, Dallas, L.A. and Washington. Of those teams, Nashville obviously doesn't need a LH top 4 Dman. DAL is probably standing pat with Heiskanen/Suter/etc.. LA Kings are a team I could see wanting a bona fide top 4 LHD and could possibly have interst. Finally, Washington is tight against the cap and will prioritize goaltending and other moves -- but let's pretend for argument's sake they were interested.
WSH: 1 spot ahead of PIT (pick #20)
LAK: 2 spots ahead of PIT (pick #19)
NYI: 8 spots ahead of PIT (#13)
From the Penguins point of view, they're not giving up Dumoulin to move up 1 or 2 spots, so remove WSH and LA as possible trade up partners. So that only leaves 1 team where the Penguins could potentially value moving up 8 spots as being more valuable than the standalone return they could get for Dumoulin (say 2 second rounders, or a second a B prospect). Whether NYI would be interested in moving down that many spots is SOLELY determined on how they have their tiers ranked. If they have their rankings in such a way that they believe they'll get a comparable player at 21 than 13, I could see them being intersted. If not, there's zero trade up scenarios with the Penguins and Dumoulin that make sense this year.
The far more practical outcome is for the Penguins to trade Dumoulin for another team that gives them the best return. If they want to trade up in the draft, they can try to do that separately.
