Not even just technically. Actually, and fully.

I shouldn't leave anything to ambiguity, so I'll say this (mostly to SoH): whether or not Guerin chose to buy out Suter and Parise, that money was going to be tied up on Suter and Parise. Guerin had no choice in that at all. His only choice was whether they would play for the Wild or not while taking up that space.
Feel free to make arguments that Parise would not have retired and would still be a useful 4th liner, or that Suter would still be good enough on the ice to make up for whatever locker room problems were hinted at by media, but don't act as though that money wasn't tied up no matter what.

Next year that won't be the case, so what Guerin does with that money will fully be something he is judged by.

If we're getting technical and not leaving anything to ambiguity, he could have attempted to trade them, even with retained salary, to lower the amount of cap the Wild had to carry by up to 100%

Yes, at the risk of them retiring before their contracts were done and back-savings being penalized by the league, leading to the Wild needing to fire-sale.

He could've attempted to trade them, but since they had NMCs, they could have blocked any trade. We also would have had to protect them in the Seattle expansion draft. Although looking at our protected list, losing Nico Sturm or Jordan Greenway wouldn't have hurt any worse than losing Carson Soucy

They had full NMCs, and retirement before the contracts ended would've made the penalties pop off at a later date. At least with this, there control and certainty. Parise is done. I know Suter is still playing, but would he still be if he was locked into just a $1M salary?
