I was looking through the organizational chart that's pinned and noticed that Oscar Moller was drafted in 2007. I knew the Kings held his rights still but thought he was drafted more recently, so my question is why do the Kings still hold his rights? I thought you only held Euros rights for three years post draft if they stay unsigned and until their contracts expire if they were signed.

The Kings still hold his rights for another year I think. He's under contract in the KHL for that year.

It's 27 or 7 years of NHL accrued service. Moller is 26 and played too many NHL games to qualify for group VI status, which is less than 80 NHL games for skaters (along with 3+ years of professional service).
 
Is having quite a career in Europe. Though I think he had some starting issues in the KHL this season, his playoffs was top notch again. Has become more of a sniper. Plays for team Sweden in international games too.

He's still under 6'0'' so does not qualify for group XV Kings status, needs to grow first.

Perfect, is this the same reason Justin Azevedo is Kings' property too or did he go to College?

RFA status is completely different than draft protection. Moller and Azevedo are RFA protected players. That means when their contract expired they were given Qualifying Offers (which are just one year deals teams need to hand out to retain rights that include a slight raise). They declined those offers. They then both went to Europe. So the Kings hold their rights until 27 years old. However as RFA's any team can sign them at any time before December 1st every year. They signing team would just have to give the Kings the required compensation and the Kings have the option between compensation or matching it.

Originally in OP you were talking draft rights. That's a completely separate matter which neither of those guys fall into the category of. So for an FYI it's 2 years for players drafted out of CHL, it's 4 years for players drafted out of Europe and it's either until they graduate or 4 years whichever is shorter for players coming out of or going to NCAA. No other team can those guys at any time while protected from draft unlike RFA status.

I figured they were like that one Russian that was drafted in 1997 or 1998 that was Kings property until a year or two ago (Andrei Shefer maybe?). It was something to do with the transfer agreement with Russia.

Those players do count on the 90 man protected list as RFA's. They don't count on the 50 man contract list though. As RFA's they have the option to negotiate and sign with anyone. But as you say the Kings have the options of matching (in which case the are automatically added to Kings at the contract signed with other team) or receiving the compensation (the compensation is based on the salary signed).

Most of the old Russian prospects are gone and have been for a while. With drafted prospects that is one of the wrinkles right now. Any player drafted out of Russia is basically protected indefinitely (ala Prokhorkin) since the 4 year rule only applies to European prospects that play in a federation with a transfer agreement. All federations except the Russian one have an agreement right now.

The thing with the players you are talking is in the CBA pre 2004 is that when you drafted a European you protected his rights forever. That is no longer the case.
