It sure seems that way, but it almost seems like maybe they don't bother scouting and just grab whoever is ranked highest.

That's not meant as a criticism. I've often wondered if some team actually did that if they would end up doing better than a lot of teams who spend millions on scouting and end up outsmarting themselves.

That was what people were saying about the Islanders under Garth Snow and their picks didn't really pan out and the team wasn't very good.
