there is another case here in the UK where someone tried to buy tickets via a legit lotto app--the app said there was no money in their account--the claim they moved money from the bank to the account but there was a problem when they tried to claim because their numbers came up. Today Camalot stated that the couples bank said a transaction was made AFTER the draw cut off time--
