I think he was implying it was a hit to the chest or shoulder at least based on that camera angle and not a head shot. I agree it wasn't clean because it was late I just don't think it was a headshot either.

Then again in 2017, we probably shouldn't be having blindside hits to begin with because they cause damage even if they don't hit the head but that's a debate about the rules.

Correct. The hit itself was not dirty (aka not targeting the head, etc.) but the timing was late. Should have been a call for sure.

Clean delivery, but a tad late. It is up to the ref to decide how late a hit can be in order to be illegal, i.e. it seems legal in this case.

I don't think that was late. But I suppose it's open to interpretation. Plausible you could assign a penalty, but certainly wouldn't say it was dirty.

It would have been the dressing room, interference + player getting hurt. However, I don't know if it was too late.

That's as clean as a hit can get. People talking about late must not play hockey. Hit was delivered within a second of the shot. That's not interference.
