Police said they can't do nothing and Animal Control closes at 4:00.

Ugh! Really sorry to hear.

Some people really shouldn't be allowed to own dogs and your neighbors are some of those people. People don't have control of their dogs. I notice it every time I'm out walking and see a dog walking around unattended.
