Is it a penalty if I stick lift someone for more than let's say 2 seconds? If it is, what penalty would it be?

Generally not if you lift it straight up, but it would be if you use your blade to hook over/under (hooking) or if your stick slides up and hits the hands (slashing). Also, if you lift the stick so hard it causes the player to fall then it'll usually be called hooking as well.

I've gotten a hooking call for doing that ... stick lift, but I guess I was using the blade to snare the other guys stick ... whatevs. It's rarely called.
 
For 2 whole seconds, probably. Lifting someone's stick is trying to steal the puck from them. Come up underneath and strip it in one motion. If you want to check the stick and hold it there to prevent them from making a pass/shot, you should come down on top of it (but not too hard otherwise you could get called for slashing). Under newer standards of play, a hook no longer needs to be on the body or with the stick blade parallel to the ice.

Whether I call it or not as a ref will most likely depend on whether it causes a change of possession or lost scoring opportunity, as I'm taught to by USA Hockey. If you lift someone's stick up for 2 seconds and a teammate then gains possession of the puck I'll call you for the hook. If he's in the slot and looking to get a shot off (or on a breakaway) and you hold the stick up for 2 seconds, I'll call that too (and if he's on a breakaway that's a penalty shot). If you do it in the corner and he eventually regains control of the puck, I'll keep my arm down.
 
This is the first I've ever heard of a penalty being called for hooking a stick...

The NHL rulebook specifically says that stick-to-stick contact cannot be called hooking, but USA hockey specifically says "body or stick". Hockey Canada doesn't say either way, which suggests it CAN be on the stick.
 
Speaking of penalties and rules. What's the story with interference if you've got a line on the puck carrier who plays the puck off the boards around you? He was in possession of the puck a moment before contact and I didn't really deviate or change my line to play his body afterwards. I'm skating backwards, closing the gap with the boards. It was pretty instantaneous. He wasn't gonna take the long way around and I wasn't gonna step out of his way.

I thought it was a tough call. Pretty sure I don't have to get out of the guys way..and if we're gonna come together, well I wanna win that contest. He was a big boy and could skate.

If you lifted the stick to separate the player from the puck, that is fine. If you continue to lift the stick in an effort to impede the players motion to attempt to play the puck, that could be a penalty. It depends on the what the ref feels was your intent.
 
Watching an NHL game today, a defenseman lifted a forward's stick above his head, then rubbed him out along the boards as the forward was attempting to get to a loose puck. The forward had lost possession of the puck prior to being engaged by the defenceman, and was no less than 6 feet away from the puck when contact was initiated. NO PENALTY.

I don't know the circumstances of the play you described, but there a couple of things to consider.

First, the OP asked for general rules, and certainly they will be called a little differently depending on league (i.e NHL vs. Beer). Second, the NHL refing the game in which you described may have viewed the play as a continuous motion and considered the initial stick lift and body check as the beginning and continuation of the body check. Third, it is possible the ref did not see the play the same way you described it. Finally, some of these rules require interpretation, everything is not necessarily black and white. Each ref has their own criterion regarding rule interpretation.
 
Yes, it can be a penalty for hooking.

2 seconds is a long time. You are suppose to just do a quick stick lift. Not hold the stick up.
