Inviting players to training camp that are still draft eligible?

Can someone explain to me why this is allowed? For example, the Flyers have 2012 draft eligible guys like Tomas Hyka invited into training camp. He was eligible to be drafted last year, but wasn't. But, I'm pretty sure he is still eligible to be drafted in 2012 isn't he? The Flyers did a similar thing with Tyler Hostetter a few years ago. Can someone explain the rule behind this or why this is?

after your draft year if you are not drafted you can sign with anyone. The next year June 1 if you are not signed then you can get drafted. JP Anderson was not drafted in 2010 he was invite to San Jose training camp and they signed him to a contract.
 
I believe it at 19 years of age after they have passed through the draft twice they become UFA

you are a free agent at 18 if not drafted until June 1 of the next year. You can sign with any team. Every team has about 10 players that were not drafted at the rookie camp to see if they missed anything. Also they used to draft 15 players now they only draft 7 players per year. So a lot more players are free to go to any NHL that will invite them.
 
Same with Crescenzi and the leafs. Passes over in the draft, impressed at the rookie camp, so we signed him right after. Almost like a free draft pick for them
 
There's a window from the draft until I believe the beginning of the NHL season where un-drafted players who were passed over can be invited to training camps/signed as free agents.

Brett Festerling is another example of this.
 
Per Section 8.9(b) of the CBA.

To paraphrase, any undrafted North American player under the age of 20 who was previously eligible to be drafted can be signed as an unrestricted free agent to a Standard Player Contract prior to the start of the junior hockey season. If the player is attending the team's training camp under a try-out agreement, then the team has until the start of the NHL regular season to sign the player to a SPC.
