IIHF-NHL Agreement Question

Does anyone know how the transfer fee works out if an NHL team wants to bring over a European prospect? I believe from the old system, each NHL team pays the IIHF $300,000 per year and it costs $100,000 to bring a player over. Does it still work like that if they've signed a new agreement or does it go by a case-by-case basis (see: Ovechkin for $2M)?

I think so as well. I'm still wondering about the old agreement if the current one is currently nonexistant.

Under the expired agreement:

On average, a European club which lost a player who was selected in the first round the NHL-draft, received compensation of around USD 200,000. For players selected in rounds 2-9 of the NHL-draft, the clubs received compensation of around USD 120,000.
