As of the upcoming season, the overtime and shootout format will be changed in the IIHF Ice Hockey World Championship for men’s, women’s and junior categories at all levels.
In the preliminary-round the overtime period will be played up to five minutes with three-on-three skaters. If still tied, a shootout with three rounds and if necessary tie-break shots will take place.
In playoff games (except for the gold medal game) the overtime period will be played up to ten minutes with four-on-four skaters. If still tied, a shootout with five rounds and if necessary tie-break shots will take place.
In the gold medal game the overtime period will be played up to 20 minutes with five-on-fiveskaters. If still tied, a shootout with five rounds and if necessary tie-break shots will take place.

So 3-on-3 for preliminary round OT. And the shootout is now 5 rounds (up from 3) in the playoff rounds.

When did they change the shootout from 5 rounds to 3 rounds?

I think it was the year after the NHL introduced the shootout (using the three shooter format). I have no idea why the IIHF ever thought it would be a good idea to go with that reduced shootout as well. If you have one, the five shooter version is the far better one.

I personally ally don't dislike the shootout nor to the current system...makes upsets more likely which is what made this year's tournament so exciting..
This will favour the better teams..why would we do that if we want exciting get tournaments?

It may favour better teams, but it does afford weaker teams some benefits as well. A lot of weaker teams are weak in part due to depth; they may still have a few high end players, which plays nicely into 3v3 since less players on the ice = less reliance on depth.

How about eliminating the "player can shoot over and over and over again" rule? I mean, as awesome as seeing the Oshie show at the Olympics was...that's just stupid.
