If National Teams had a Cap Limit, how would the rankings be?

So, in a imaginery scenario where national teams only fill their roster like a NHL team, where players come with their contracts cap hit and the cap limit was that of NHL today. How would the rosters look like? And how would the rankings among the teams be?

Canada could still put together a very good team with staying within the cap. Some teams would probably have trouble reaching the cap floor though like the Germans Czechs Slovaks etc

Basically nothing would change for Finland, technically we could build a team that would be over the cap but we have never got all of our best players to a single tournament anyway.

You couldn't do a Team Canada roster best on best and get it within a NHL salary cap. impossible.

A decent World Hockey Championship Team Canada would come in at somewhere around 110-120 million. That's including a few players on ELC.

Finland and Russia would give Canada a run for their money
