as a pilot I can attest that yes their NOTAM system that crashed is a complete joke. I wouldn't rule out a cyber attack but more likely just gov't being bad at their jobsI'm not sure how much I'd jump to cyber attack and more of "very antiqued system finally gets tired of duct tape holding it together."
I know a pretty experienced civil engineer and he said if the public knew how bad and outdated many government systems and infrastructure actually were, there'd be panic in the streets...which would probably cause said streets to collapse under them.
