I'll take Skinner over Meier fairly comfortably. He should also be top 20 but there have been some head scratching picks.

Um, what? Since Meier became a full time player in 2017-2018, he does better in pretty much every stat that you love to use.

His best season by GAR is on par with Skinner's 5th best. He's better than injured Skinner and 95 PDO Skinner, but that's not very relevant imo.

Okay, so maybe I didn’t look back far enough for GAR. I just compared the only two full seasons they were in the league and Meier was slightly behind in raw GAR, but well ahead in GAR/60...

Having said that, Meier’s CPM/60 and xGPM/60 impacts in every single season of his career (including his rookie year) are better than Skinner’s in every single season of Skinner’s 9-year career.

And you can’t just pretend Skinner doesn’t have an injury or a 95 PDO when it happens nearly every other season.
