HF-NYR Fantasy Keeper League
[fieldset=""]Introduction
The Year is 2017 and the National Hockey League has closed up shop. Thousands of people and players are now displaced and job-less. With the fate of the best game on ice in question, a new grassroots league has gotten started.
With the backing of all former NHL players, new commissioners have been put in place to restart the league. In order to give every team a fair chance, a fantasy draft would mark the beginning of the new league. The decree: start with 14 teams, and slowly grow to something bigger and better then the hockey league previously in place.

[fieldset=""]About The Game
- The game will begin with 18 owners taking the helm of previously run NHL franchises.
- The game will also begin in the 2017 offseason.
- A fantasy draft will mark the start of the new league. All current NHL players will be eligible for the draft. Players NOT eligible for the draft are players that are deemed to be top prospects (discussed below) and players that would be taken in the 2017 NHL Entry draft. The fantasy draft will consist of 23 Rounds with teams required to take 12 forwards, 6 defensemen, 2 goalies, and 3 bench players of any position.
- Upon completion of the fantasy draft, a prospect draft will be held in order to fairly distribute each previous NHL team's top prospects. A list of each the top 10 prospects from each previous NHL team will be provided. These 300 prospects will make up the pool for the prospect draft. This draft will consist of 15 Rounds. Players NOT eligible for this draft include any player that would be selected in the 2017 NHL Entry Draft.
- Lastly, a final draft will take place upon completion of the prospect draft. This draft will consist of 7 Rounds and have a player pool consisting of any player that would be eligible for the 2017 NHL Entry Draft.
- Upon completion of all 3 drafts, teams will enter a period of free agency. Players will negotiate with an agent in efforts to sign players that would have been eligible for 2017 NHL Free Agency.
- Throughout this entire offseason teams will be able to make trades. Trades will be sent to the commissioner via Private Message with one owner sending the deal and the other owner following-up with a email confirming the trade.
- Once the offseason has been completed, the rosters will be entered in Fantrax to simulate an NHL season. During the course of the season, teams will be able to make trades and try to sign their players to contract extensions.
[fieldset=""]Fantasy Draft Rules
- The fantasy draft will last 23 Rounds and will be conducted using a snake format.
- The draft will begin without a time limit for each pick but if it's determined to be taking too long a timer will be added with each selection.
- After you make your pick, it is IMPERATIVE that you PM the next person. Failure to do so on multiple occasions could result in disciplinary actions up to and including termination.
- If you know that you won't be around for your next pick, please PM a list of players to the commissioner to make a pick on your behalf.

[fieldset=""]Miscellaneous Information
- This will be a keeper league. We won't have a draft after the conclusion of each year but teams will carry over to the next season.
- The salary cap ceiling will be $100 million for this season and adjust according to next seasons cap. The salary cap floor will be $70.0 million again adjusted based on next season's real cap.
- Teams may exceed the salary cap ceiling by no more than 10% during the offseason process, but must be cap compliant prior to the start of the season. NO EXCEPTIONS
- Please exclude any bonus cushions when putting together your rosters. Just focus on the cap hit (aka the AAV).
- Should you want to sign someone who you drafted, or who after the draft is still a free agent that you want to acquire, you will message a designated player agent to work out the terms of a contract.
- Players on a one way contract (without a NMC) must go through waivers in order to be sent down to the minors. When a player is placed on waivers all teams have 24 hours to place a claim. If a player is claimed by multiple teams the lowest ranked team in the standings at that point will get the player.
- Offer sheets are allowed to be handed out to RFA's during free agency. If a player is given an offer sheet the player's current team will have 72 hours to either match or decline the offer sheet. If they match the offer sheet they retain their players rights. If they decline then they will be compensated based on the players' new cap hit. The compensation will be an agreed up deal between the two parties. It will be a combination of picks and prospects. If the team that gave the offer sheet has their picks to satisfy the requirement based in salary then picks are the first choice of compensation. If the team does not have their pick for that year then it will be subbed in for an agreed upon prospect. If the parties can't agree, the designated RFA agent will come to a decision on fair value for both parties. The picks will all consist of 1st Round picks. If the team doesn't have their 1st for One of those years then a prospect will take the place of the pick.
<1.5 mill/year: 1 pick/prospect
1.6 mill/year to 3.0 mill/year: 2 picks/prospects
3.1 mill/year to 5.0 mill/year: 3 picks/prospects
5.1 mill/year>: 4 picks/prospects
