IIRC, the IIHF will hold a special 4 team event to see which of Norway, Latvia, Belarus and Germany advance/stay in the top group. I believe they mentioned that on the broadcast last night.

A good move IMO.

Not true. From the IIHF site:

Despite the outcome, both Latvia and Norway are relegated to Division I for next season's championship. Germany and Belarus will replace them after earning the promotion from Division I.
