I honestly don't think a shootout on a yearly tournament is so bad. It is a skills competition afterall, much less luck based than 3 on 3 OT imo. It definitely shouldn't be at the olympics, there it should be 5 on 5 be OT after OT until someone scores or someone dies. But in a yearly tournament i really don't mind shootouts, its exciting to see shootouts with high stakes.

Problem with not using a shootout is that guys get exhausted and are more likely to be injured as the game goes on, so I bet they don't want to risk that.
