It's not.

They have a 10% overage they're allowed to carry against the cap during the offseason.

If they don't deal with Trouba today, they have the entire summer to figure that out.

We need to keep in mind that the teams splurging on July 1st are all teams that are not very good and desperate to jump up to the level we are already at. Devils, Preds. They'll probably live to regret these deals, because they arent Cup contenders on paper
