I think the World Cup needs a steady format right now to make it seem really serious, not changing everything everytime. So either you make tournament with national teams only, no matter how many teams or with what qualification system, or you maintain the current format with Team Europe and Team North America. I also think that having Europe U24 team would hurt the european nations more than it did the US or Canada, so they wouldn't probably do it anyway.
But I think there could be a best-of-five/seve series between Team NAU24 and Team EuropeU24, like every 3 years, that could be fun? It would promote the future of the NHL. I mean, if you are Bettman, I think this series, and then another one between NA and Europe (no age limit), again every 3-4 years, all that with World Cup being held regularly every 4 years, what better way to promote the NHL, and making hockey more popular? If well organized, it would be great for the sport imo.
