Expansion Draft: Who would you Protect?

I brought this over from the main board, to see what we would do as a fan base.


Just as the title says. Who do you protect?
 
Assuming the rules would be the same as the last draft. And the draft would have taken place BEFORE Free Agency and the NHL Draft where Clutterbuck was acquired.....

I was looking at this the other day using the 2000 rules and couldn't figure out who was exempt. How is it determined? You have Petrov as unprotected but other prospects as exempt, so how does it work?

There seemed to be two options in 2000: 1 G, 5 D, 9 F or 2 G, 3 D and 7 F... using our 23 man current roster as per cap geek I would go with:

Forwards: Tavares, Bailey, Okposo, Grabner, Nielsen, Matty Marts, Lee(Nelson?), Casey Cizikas, Cal Clutterbuck
Defense: Hamonic, Viz, Strait, Hickey, AMAC
Goalie: Poulin

That would leave: Moulson, Bouchard, Regin, Mcdonald and Boulton, Carkner, Finley and Nabby unprotected.

Can someone explain who is eligible for this pool? If so I will redo, but the only "source" I could find was wiki and it didn't make it clear to me.
Also I saw that some teams made deals not to have guys taken, so I would wonder if we could offer a mid/low level prospect or mid level pick, for them not to take Nabby as well.
 
1st and 2nd year Pro's are exempt. As are all unsigned draft picks (EXCEPT FOR European players that remained unsigned but drafted 5 years prior or longer) Thus making Petrov eligible for the expansion draft. Wouldn't want to leave him exposed but taking a gamble that the expansion team wouldn't want to select the 'risky russian'.
 
Gotta know the rules.

If there are two teams coming in, one this year and one next (as happened in the 90's) weren't there rules such as, "If you had a goalie taken this year, you can't have one taken next year?"

Obviously some of the guys you protected wouldn't have to be due to the rules. But in what world would a team leave a 30 goal scorer unprotected for a guy like Anders Lee. I think Lee could be a solid 3rd line player but Moulson is a solid top 6 winger.

My opinion only and after watching Moulson live for every home game the last 3 years, I am very comfortable in stating that with the future of this team in mind I would protect many of our prospects ahead of Moulson who has 1 year left on his existing contract.

IMHO, Moulson is in no way/no how a "solid" top 6 winger as you say. He is a PP specialist at best, that got demoted off of our first line in the playoffs. I truly believe that he is a liability at even strength and costs us way more goals than he scores (he creates even less). I don't care that he scores 30+ goals if he is a complete liability everywhere else. He is a great guy but that doesn't mask the fact that he is very often the worst forward on the ice You can't have an elite 1st line that spends 2/3 of their time in their own zone and gets outscored by checking lines. I get sick to my stomach watching him almost always be the last guy back in transition, losing sight of his responsibilities constantly in his own zone, using alligator arms with his stick in the passing lanes (just watch Grabs do it), shying away from taking the body and treating the puck like it is a hot potato even when he has skating room to advance it.

Moulson has 1 year left on his contract and I don't think that I am comfortable if we wind up paying him $4.5M/$5M or more for multiple years. If he is on our 1st line in 3 years, I don't like our chances to be cup contenders, nothing personal, I like him, just my opinion. And I feel bad about trashing him as I never intended him to be a whipping boy but there seems to be very diverse opinions on him amongst us fans.

And yes, I stated that I was not aware of who was eligible and exempt, asking for help there for someone to explain.. so I went with the cap geek players who coincidentally have 23 for us in the right positions, but understandng that I probably wasn't using the right set of players.
