I don't know what's so controversial, other than "people like to argue and complain." Intentional or not, he touched the puck and his teammate took control of it. That's spelled out in 79.1 of the rule book as a "hand pass" which makes zero distinction between whether it was intentional or not.
The rule is effimg garbage and who cares? They ignor rules 20 times a game.

The movement of his hand caused the puck to move to a teammates stick.

This is the correct answer. It's better to have a 'brightline' rule that's easily identifiable even if it leads to results like this. The alternative is people complaining because the hand-pass would be just as bad and subjective as goalie interference.

It's controversial because it has no impact on the actual play.

Probably should be the case. But yea, this is the NHL playoffs, game 6, tied game. It's a pretty big deal and it's the rule so they have to follow it.

I guess you can criticize the rule.

Allow high stick goals while we're at it and I'd be fine with it. If the stick doesn't hit anyone, who cares.

There's a difference with potentially brushing the puck with some part of your hand/fingers accidentally and actually moving your hand to make a pass with the puck. This was clearly the former where the player had no intention of passing the puck to anyone, but rather they were simply trying to regain their balance and get back up.

They're allowing a review for that because San Jose got away with a very obvious hand pass that resulted in the GWG in Game 3 of the Western Conference Finals that all 4 officials somehow missed and which, if any one of them had noticed it and reported it to one of the referees, the goal would have been waived off, and the GMs decided that should be something that can be reviewed.

So Forsling trips and then cross checks DeBrusk and doesn't allow him to get to his feet but the puck brushes a stitch on his glove and they think that constitutes a hand 'pass'
