Nothing wrong with reporting it. Just make sure and put all the facts in the article. Leaving important things out, as this one does(such as saying there have been other cases in the world every year), is misleading and really does promote fear mongering. But hey, anything to sell the news, right?

To be fair there are lot of poor people there who are borderline starving. They've had a virus wipe out a lot of their pig livestock over the last 2 years causing major supply shortages over there. When people get hungry enough they'll try to cook just about anything.

It's not just the vaccine. It's the potential side effects that could occur a couple years from now. And will it be good for everyone?
