Watched him here in suburban Minneapolis for years. Has always been a very good player, and played against top competition both in the US and Canada in youth hockey. Seem to recall him playing some forward, too. Has skill, savvy, reasonable speed. Not especially big, but not small by any stretch, and has a bit of a chip on his shoulder.

A poor man's Housley?
 
I watched Phillips play a few times early in the year. He moved okay, but that was really all that stood out. Puck skills were mediocre from what I saw, but he didn't handle it much because he wasn't asked to start the breakout too often. He got drawn out of position too easily and too frequently for my liking. Good athlete, but still far from a finished product.

Admittedly, that was in October, he could've been a completely different player in March and I wouldn't have known.
