No, he was playing in Switzerland on loan, so for draft purposes he was drafted out of the OHL.
This is a similar situation, albeit in reverse, to Rasmus Sandin and Filip Zadina in 2018, who played in the OHL on loan from their teams from Europe and therefore counted as European draft picks making them AHL eligible.

His contract can slide twice. This isn't an indication of him playing for the Rangers at all. Robertson signed his in 2019 as well. They just sign him now, pay out his signing bonus and let the kid develop in the OHL for 2 years.
*He's not AHL eligible until 2023-24
Getting him some money so he can sign up for really expensive skating lessons and take a quantum leap in overall ability

Yeah, at age 17-18 I was not getting paid 92 thousand dollars as a signing bonus.
I was eating noodles for a week because I ran out of money every month about a week before salary was paid
