Don't think the format matters much at this point, Canada's just too strong making any tournament somewhat boring. Maybe things will be different 5-10 years down the line but for now, boring about sums it up. That includes the Olympics - all the tradition and history in the world along with "meaningful" medals and zillions of people watching can't change the fact that on the ice, there is little excitement.
At this point, the NHL should perhaps give the fans something exciting to watch instead like a U24 NA team vs a U24 Europe team series, now that would be something people would watch!
Why should Canada be divided into two teams? Does any other country in any other sport ever get divided into two teams just cuz they happen to be the most dominant at what they do?
There is no United Kingdom team in soccer, but England, Scotland, Wales, and Northern Ireland each have their own club despite being distinct geographic portions within the same sovereign state.
I don't think the root of that is to avert dominance, though.
They are, by the way, also the federations that, along with FIFA, are members of the IFAB, the body that governs the laws of the game.
