Really interesting question. For me it's an easy answer, though. The 1993 Sweden team that featured Forsberh and Nylander. Their only loss was to Canada and they would massively outshoot Canada in that game. Their overall goal differential was an insane 53-15 that year.

Sweden outshot that team 57-17 in the final and 51-23 in the group stage and won both games. I can think of many better teams that didn't win.
