He did conspire with, or at least abetted, Section 31 in their plan to entrap a Romulan Senator into committing treason in order to ensure the Romulans remained allied with the Federation against the Dominion! So perhaps only the least-corrupt admiral in Starfleet history.

Gotta admire him as one of those working actors--few would have called him the most talented or memorable, but he worked his niche and made a nice career of it.
