This wasn't stated in the link, so maybe worth putting here.

Players that elect arbitration aren't eligible to receive offer sheets.

(Maybe also relevant to Swayman, though I doubt it for all the usual reasons.)

Boston couldn't take him to arbitration if they instigated it last time but he could have filed if he wanted to

A player can only be taken to arbitration once in his career and can never receive less than 85% of his salary from the previous season. A player can request arbitration as many times as they are eligible and can ask for any amount of salary.​

I wonder if it is because it would force him to sign a short term contract and he wants his long term one.

Also most likely the fact Boston needs there starting goaltender so pressure is more on then needing a QO.

My guess anyways
Iirc Player chooses arbitration they cant sign offer sheets

Word is Swayman didn't opt for arbitration because him and the Bruins are closing in on signing a long term deal plus last year wasn't a pleasent process for either side.. It was a sign of mutual respect and good faith that neither filed this year

It's quite sensible and logical. Salary Arbitration means that the player will* be signed onto a fair-value short-term SPC by his team by a set ~August date. So a player opting to go this route foregoes his RFA right to negotiate a SPC with another team (=offersheet).

Meanwhile, the team can't use the Salary Arbitration as a means to (fully) deprive the player of his RFA rights, so when the team elects to take a player to salary arbitration, the player has ~one week window to negotiate and sign an offersheet with another team, and if he does, then things will continue by the offersheet procedure and the salary arbitration procedure lapses.

* There's the team's walk-away right with too expensive contract in a player-elected salary arbitration, but that's a thing of its own. Per PuckPedia, the walk-away award is $4.74M AAV or higher in 2024.

Can these players be traded before the end of arbitration ?

Yes, arbitration players can and have been traded in the past.

Thanks. I only remembered Wizniewski after he got awarded more than the Ducks wanted to pay and he got dealt to the Islanders.

If a team accepts the decision, said player can't be traded for a certain period of time afterwards ?

There are no trade restrictions related to salary arbitration. Players can be traded before or after arbitration.

If a team matches an Offer Sheet then the player can’t be traded for a year.

Sure, but if he wants a long term deal he might be better off holding out until training camp. That would give him a lot of leverage since Boston would risk starting the season without their #1 goalie.
If I had to guess they are close on a new contract, you don't trade away Ullmark without being close to signing him.
