why would you reduce your scouting? When you have a small number of picks, having more scouts is better. That way you have as many options and reports as possible. This is where organizations flex/demonstrate the strength of their scouting departments.

They added 6 picks last draft what happens when we trade for more picks at the draft.

Not much benefit here. The number of picks a team has will constantly change. Teams can add them frequently. And amateur scouts will look at much more than just the upcoming draft cycle

You seem to forget that Kapanen was traded last offseason for a first round pick. Picks can be accumulated before and during the draft.
