I've been thinking a bit about this lately, and the players wanting expansion fees to be included in HRR and part of the cap doesn't make a whole lot of sense. All it'll serve to do it artificially bump the cap with HRR that wouldn't there the following year, leading to a worsened escrow situation. Unless they do it where the expansion fees get included in the HRR calculation over a longer time span (i.e. $500m gets spread out over 10 years, adding $50m to each season's HRR over that span).
Not that it would be the first time players don't quite think this kind of thing through, but it's not quite as simple as "expansion fees = more HRR = higher cap"
I had to read your post a half dozen times to get it to sink in.. lol. You're right, to account for it correctly the HRR increase would have to be spread over the remaining life of the CBA or some other fixed duration (similar to how AAV is figured on contracts). Otherwise, there would be a significant spike in the cap the year an expansion fee is realized. and a significant fall the year after.
