I don't even know where to begin with how many illegal moves he makes. Every pitch is a balk.
Ball. With no one on base, it is a ball. With runners on, they'd be balks.

Also, it is like offside in football where Toronto is entitled to the better of ball or result of the play.

I know the rule. I don't know why the umpires are letting him do it. It's so obvious.

It's neither. The rule is it has to be deceiving to the runner or hitter. Since he does it everytime it is neither

1) You're not supposed to disengage from the rubber until you release the ball. He comes off it twice as he shuffles back and forth.

2) The pitching motion is supposed to be a smooth and continuous towards home plate (or at least continuous towards the ultimate direction of home plate to allow for things like guys wrapping back or torquing heavily). He starts and stops and goes back and forth multiple times

His delivery is illegal in multiple ways, and more egregious than other pitchers who have had to alter their deliveries to conform to umpire demands. But somehow he's allowed to keep it.

That's just it. He's lifting both feet up before the pitch is thrown. It's clear as day that it's a balk. Probably the easiest balk to call too, there's nothing subtle about it like you see sometimes.
 
I just read a quote by Joey Votto about being in a labyrinth when you're in a hitting slump. Biggio is deep in that labyrinth.

How could that possibly disrupt your timing. Batter isn't loading until he lifts his leg, which is at the same point everytime.
