Now I'm confused. They can't trade him except to teams who put in a claim, right?
Can they trade him back to Edmonton?

they can trade him to anyone. They have to offer him up as a waiver claim to any team that put in an original waive claim. If all original waiver claim teams say no then he can be traded. So, I doubt anyone else put in a claim.

Yes, but where's the sense in that for Edmonton.

But, if Canes were the only team to claim him, and then Canes put him on waivers and EDM claimed him back as the only team, he would be considered to have cleared the waivers and EDM could send him down.
