For the 1999 expansion draft to stock the Atlanta Thrashers, the following parameters were set.
- 26 players would be selected, one from each existing team save for Nashville
- Existing teams could protect either 1 goalie, 5 defensemen, and 9 forwards OR 2 goalies, 3 defensemen, and 7 forwards
- Teams that had lost a goalie in 1998 to Nashville could not lose a goalie
- Atlanta would be required to draft 3 goalies, 8 defensemen, and 13 forwards, plus 2 wild cards

For the first time in one of these, I'll editorialize a bit now that the information is in place. Atlanta was the team I followed in the Eastern Conference during their tenure, and I feel (somewhat) qualified to do so.

In my never-humble opinion, the problems with the Thrashers began right at this moment. Expansion drafts generally don't contain a hell of a lot, but this was a perfect opportunity. All over the unprotected list were veteran defensemen, good goalie prospects, and good scoring forwards, nearly all of whom had been buried by their previous teams. There's a handful of enforcers and defensive forwards. Don Waddell talked about drafting "character" and "experience", completely ignoring the fact that he could have put together a pretty good team right off the bat.

At the height of the dead puck era, actual scoring forwards were being phased out. Look at Geoff Sanderson, who was buried on the bench or in the press box with Buffalo; he ended up being drafted by Columbus in 2000 and scored 30 goals. Did he develop into a 30-goal scorer? No, he'd always been one, he just was no longer being given the opportunity to do so. Given the chance, he rebounded.

Look at Nashville after their expansion draft. Nashville and Atlanta operated under the same set of conditions, yet the Predators in their first year scored 26 goals fewer than the league average while allowing 45 more (overall -71); they had 63 points against a league average of 82. Atlanta scored 55 goals fewer than league average and allowed 88 more (overall -143), posting 39 points against a league average of 86.

This expansion draft started the problems. The leading goal-scorer from 1998-99 they could have picked was Wendel Clark, who had 32. The league goal-scorer they actually took was Terry Yake, who had 9; they lost him on waivers before the season started anyway.

Besides the lack of scoring, there was the lack of a plan. Don Waddell spoke of character and experience, yet passed on plenty skilled players who had both. He talked about the importance of getting assets for the future, but drafted few players who had actual trade value (while passing on several who are exactly the type of guys who everyone covets in a playoff run). The lack of any type of cohesive plan led to a disastrous first season that saw the team finish 7-43-8 after a surprising 7-14-3 start. And without a cohesive team philosophy, it led to the mediocrity that prevented people from actually getting attached in the first place.

Unfortunately, finding that information is slightly more difficult. The other thing involves team budgets, particularly for an expansion team. A couple of huge contracts could hinder the team right from the start, but getting exact dollar amounts is fairly time-consuming (and not always accurate).

To the idea of picking a pending UFA, Nashville had done exactly that in 1998 and simply raked in the compensatory picks in 1999 (Richter, Krupp, and a roundabout one involving Brett Hull).

Thank you...I was thinking the same thing, with the '98 draft, if you look at Detroit they had a ton of good veteran d-men but I assume many if not all were UFAs. This way we can at least appreciate the selections for the conditions under which they were made.

I've always thought that last one hurts. Although I think it was kind of a dick move by Tinordi. The Thrashers basically were shorted a pick because he either a) decided he didn't want to play for them, or b) couldn't be bothered to inform those who it actually affects that he was considering retirement.
 
Why the Thrashers waived Yake is beyond me. He always seemed like a guy that would be able to produce in that kind of situation. Waste of an expansion pick.
 
Why they'd pick Ed Ward over Andrew Cassels is beyond me.

Just did a quick search Cassels signed as a UFA with Vancouver in 1999 meaning picking Cassels would have given either expansion team a grand total of a week or so to own his rights

Not hard to see why the Thrashers were awful out of the gate. It's pretty ridiculous that teams could protect 15 players. Don Waddell made a bad situation worse with some awful picks, but there's not really any hidden gems that he missed out on either.

One area that Atlanta really could have done better in was in net. Rhodes was highly touted but flamed out, Maracle and Schwab never amounted to anything, Kidd got traded. Manny Fernandez and Dwayne Roloson (who oddly enough both ended up in Minnesota in the next year's expansion draft) might have yielded better results. Though who knows how they would have developed in a different organization.

I can't recall the exact circumstances, if they ever became public, but he was a pending unrestricted free agent with knee issues that led to him playing 56, 47, and 48 games in the previous 3 seasons. I feel like it was a calculated risk taken by the Thrashers that didn't pan out.

Tinordi shattered a bone in his ankle in Feb. '99. It wasn't believed to be as serious as it ended up being, which was career-ending. Thrashers didn't do their homework when they drafted him; not his fault he could never play pro hockey again. He was also a UFA, meaning the Thrashers owned his rights for all of five days.

If memory serves me right, Cassels was a RFA in 1999. Brian Sutter and Al Coates did not want him on the team and didn't tender him a qualifying offer making him a UFA.
 
On the Tinordi thing, he didn't "officially" retire during the off season directly following the expansion draft. I distinctly remember a lot of speculation leading up to the 2000 trade deadline that he might be ready or was available to sign with a contender for the rest of the season.

The Red Wings are seeking another defenceman for playoff insurance and could jump at Montreal's Vladimir Malakhov, or get in line for free agent Mark Tinordi. The latter's ankle is close to being healed finally. The Sabres also are interested in Tinordi, who is looking for $650,000 US over two years, a far cry from the three-year, $3.1-million offer he turned down with Washington.


If that was the case, his selection wasn't completely bad. He had apparently turned down an extension worth $3M+ a year from the Caps, and if he would've signed something similar with another team after his selection, Atlanta would've gotten a decent compensation pick.
